Actually, in the Gun Mettle update, we see that Australia had a queen potentially during Sniper’s lifetime.

If you leveled up your campaign coin enough, you got the coin depicting Queen Trixie. Which answers the question of “if the kangaroo beat the human challenger, who became ruler?” With the simple answer of “the kangaroo, obviously”.

So Sniper’s “God save the Queen” line is potentially about the kangaroo queen of Australia, Queen Trixie.
